Employer will apply for a LMO with HRSD Canada.
If you have a relative in Canada he can find an employer for you willing to give a job offer for you.

Please note that foreign workers who want to work in Canada must first obtain a job offer from a Canadian employer. They then apply to Citizenship and Immigration Canada for a permit to work temporarily in Canada. Applicants must include a copy of the Service Canada letter confirming that their employer received a positive Labour Market Opinion.

Also, I believe a larger percentage of IT LMOs are being refused these days because HRSD knows qualfied Canadian citizens/PRs can be hired for these roles.

But that doesn't mean you can't try. Good luck!

Right but it's depend on company and job role.
I don't find good companies hire from abroad this time.
I am also trying but I am looking for good company, pay and long term position.

Exactly scylla, I know personally few Canadian citizens, IT professionals, including one of my relative, in Toronto, still looking for good chances. One guy has temporarily moved to NY with a contract job and planning to return when he get a better offer in Ontario.
