Can I get biometrics from another country?

Hi there. I'm currently waiting for the Biometric Instruction Letter, which I need at the VAC to get my biometrics (if I got that right). However in some days I leave off to the US - if I didnt get the Instruction Letter by then, is it possible to go to an american VAC and get it done there?
I really need some help here, cause time is running out.

Yes, you can. I am a Filipino, I have submitted my application from Dubai, UAE on Jan 16 and provided my biometrics in Dubai VFS on Jan 19.

I'm still waiting for the Instruction Letter. Which is weird, cause they talk about 24 hrs and I uploaded the payment receipt 2 days ago. How long did you have to wait for the letter?

I received the letter for Biometrics Collection a day after my submission. You might receive yours anytime now, just be patient.
Also, Why did you have to upload the receipt? for which purpose?

I received the Instruction Letter today!
Cause of the receipt - I got a request asking for it.
