The WP_EXT letter is merely a document to show employers that you "may" get your PGWP by xxxx date. IRCC thought 120 days is a realistic timeline to process PGWP, but in reality, the processing time for PGWP is around 170 days. By that calculation, you'll get your PGWP in Dec 2022/Jan 2023. Be patient. Flag poling without a valid study permit/TRV is risky. Your implied/maintained status is covered until you get PGWP. The date on the WP_EXT letter doesn't matter.

You don’t have a valid study permit, so no. You can flagpole only if your status is valid in Canada. If you are determined then you go at your own risk.
