Can I enter Montreal by road from USA and get Work permit at the border ?

I am an Indian citizen, legally working in United States. I also got approved for my Open work permit.
I would like to travel to Montreal via road and get actual work permit document .

Is this possible ?

Also, can I work in Montreal with an open work permit.?

*Please note that my work permit is linked to my spouse (Student at a university in Winnipeg).
Does CIC ask you to work in the same city as your spouse is ?

CBSA may have an issue with you entering in Quebec when your spouse lives in Winnipeg. No one can say what will happen.

1. As stated above, CBSA can ask why you're coming to Montreal when your wife is in Winnipeg. You may have to explain to their satisfaction. On the other hand, they may just give you the work permit with no issue.

2. However, if you do get a work permit, then you can work anywhere in Canada. There are usually no location restrictions on an open work permit.
