I'm from the UK and applied for an 2018/19 IEC back in february and got accepted in april but the process was a lot quicker than i had anticipated and i wasn't ready financially to get all my documents needed. So i declined the offer... however i am still eligible for an IEC and still have my account saying so.
My questions are; is there anyway i can guarantee getting a second invitation? do they normally give out second invitations? If so is there a rough time frame? Or would it be better to withdraw and start a new one with a new reference code?

No - there is no way to guarantee a second invitation. It's a random draw.

You should start afresh when the 2019 program opens later this year given everything that went before counts for nothing.

Thanks! I have withdrawn my first attempt and reapplied for 2018 just in case... extremely slim chances as i think its 254 spaces left with 2,000 people in the pool. But if not will try later in the year
 
Do it, my first expired and they invited me again and mine was approved, i have to send my passport now to finalize the application process.
