Can I contact CIC after 12 weeks they recieved my application?

A month ago I contacted the CIC to check my application status. It is 5 months already that I sent my application to CIC. No response and no reject. I was adviced if you write to CIC office The general practice is NOT to put such cases back into their original spot, but to leave them at the end. Has anyone have any experiebce like this.
