There is no specific immigration program for people with skills in lens manufacturing. You will apply through the same programs as anyone else.

Yes - you can certainly further your education in Canada. If you want to start by doing that, you would have to be accepted by a school in Canada and then apply for a study permit. You'll have to pay international fees which are quite expensive. To be approved for a study permit, you'll need to show you have at least $25,000 in savings to pay for your first year tuition and living expenses.

Yes - you should expect to pay at least some fees in advance. Having a lawyer submit the application for you typically costs $3,000 to $5,000.

Yes - it is mandatory that you take a language test.
