Can I co-sponsor a brother

Hi ,

I have a brother who is 46 yrs old and he wants to come to Canada.

My mom and I are canadian citizens. Can she sponsor him and I co-sponsor with her, because my mom has not sufficient income?

Neither of you can sponsor him as he is far over the age of being a dependent (aged 18 and under).
He will need to qualify to immigrate on his own.
