Can I change visa office after initial approval but before final submission?

It seems my work permit is going to be issued for less than 12 months. Now i sent my app to NS in the 3 rd of sep. so expecting an answer anytime. I asked for Buffalo office. But with the new WP permit, i might have to leave canada before the 12 month time frame. Iif i want to change my preference from Buffalo To ND, should I send the application to ND with a letter clarifying the reason for change------in my case a work permit that will end within 12 month time frame to get PR status.
Or should I send the full app to Buffalo and then ask for the change? Or Can i just send a letter to buffalo with the NS AOR file number and ask them whether I could send my full to New Delhi?
or can i simply withdraw my app and send a new app to NS asking for New Delhi as my office?

Buffalo is going to want to see proof that you have been admitted to Canada for 1 year. No proof they will either return the application or send it to ND>
It is going to be difficult, you will receive the 120 day letter telling you to send it to Buffalo, which NS notifies. You can try sending the application to ND with a cover letter, but ensure that you follow the instructions for Delhi as to what is required rather than Buffalo.

thank you PMM. I have sent them 4 1/2 yrs of proof of legal residence in canada prior to the date of submission.
i will write a cover letter to delhi elaborating why i would like to move it to there.
are you aware if anyone doing it the way you suggested? incase u know of one, kindly lemme know.
