Can I change Study Program after my study visa refusal

So do I need to start a fresh application from scratch or I can switch my program in the same college, get their offer letter and apply with the Letter of Explanation. Please advise.

Masters Degree will show progression not 8months Diploma for Bachelor Degree holder. If you choose to go that route, then that is new application, new application fee.

Its totally up to you how you want to move forward after first refusal. I'm just giving you a way to overcome academic progression which was pointed out by the VO
