I got an offer for Bachelors in Computer Information Systems but I wanted to do Bachelors in Computer Science , the question is , after one year of studies , can i change my university? Because my current university doesn't offer BSc in CS , will i be able to change my University and study Bachelor of Computer Science?

Yes you can switch. There is a process online for you to notify CIC of your change of university. You have to apply ASAP to your next program. You need to remain in school until then. If you are at a university you usually have the summer off so you don't need to register for the summer suggestion unless you want to. You should complete the current semester.

check time limit from university , my friend's college allow change of program within 2 weeks

The problem is , i have an offer for fall 2018 , so , i am still in india , and classes start in September 2018, my high school result is yet to come , and the admission requirement of university of Calgary are quite high , i have a conditional offer letter for BSc in CS from it.
But i have a doubt if i will meet the conditions , on the other hand , i have an unconditional offer from Mount Royal University for BSc in Computer Information Systems .
Now i want to go to University of Calgary ofcourse but also don't want to take the risk if i don't score enough ,
So i am thinking to complete one year at Mount Royal and then next year move to University of Calgary .
Is this possible?

That will be up to the university of Calgary. You will have to pass the same high academic standards if you apply again. You may also have to complete another year if you aren't given any transfer credits from your previous university.
