Yes. The study permits issued by the Govt of Canada were open study permits last time I checked and which is still the case I believe. Check your study permit and it should tell you if you have any restrictions. Personally speaking, I have never seen anybody having a closed study permit.
And don't go to any agent or anything like that...everything can be done by yourself and free of cost except for the admission charges.

1. Changing school after 6 months of studies, make sure you request your school to transfer your EVN number to your new school, otherwise you will have to wait for 6 more months before you apply for an OCWP.
