In my country its nearly impossible to get a diploma visa so I applied for a bachelors degree in university of Manitoba. So, after coming to Canada can I ask for a refund and transfer to a college in Ontario ? I don't want to waste my 1st semester fee. I am really worried about this.

No, you will need a new study permit. IRCC is cracking down on people getting study permits and then changing to cheaper schools. If you want to change school, you need to show that you are attending U of M (go for the first semester) and the change DLIs or apply for a new permit.

Just an unsolicited advise, follow the rules and don’t try to game the system. It’s for your own good, eventually.

Don’t try and game the system. It states you must be “actively studying“ so IRCC will know what you did. Actively studying is not studying for 3 weeks and asking for a refund.

follow the rule please, to avoid issues with the Immigration in future
