I'm filling out my PR application after receiving ITA a few weeeks ago.
I just came to the realization that I need a PCC for The Netherlands but
I got a fine for drinking and driving there 3 or 4 years ago. I was under
the drinking limit but they had a rule I wasn't aware of that drivers who
got their license less than 5 years ago are allowed to drink less.
I paid the fine and it was less than 0,08BAC which is the limit for Canada.
Can I still continue my application?

You may want to consider consulting an immigration attorney. DUIs are taken pretty seriously in Canada. You would have to check if this would be considered an offense in Canada.

I suggest you first check with the Dutch police whether there is any criminal record for that offense. If no, lucky you! If yes, talk to an immigration lawyer. I don't think it has to do with the BAC limit in Canada.

Yes, you should be able to continue your application. Make sure to submit all of the documents you have regarding the incident and expect your app to take longer than normal.

The BAC has everything to do with it. IRCC equates crimes outside of Canada with Canadian criminal code. In Canada, the BAC must be 0.08 or higher for it to be considered criminal.
