Title says it all. I am graduating this week, and I will be getting my completion letter soon. Can I apply with the completion letter, and then upload the official transcripts later on? Thanks

Ask your university officials for an unofficial transcript and upload that. a PDF copy will do. You don't need to wait for your official transcripts.
