Can i Apply PNP for Saskatchewan Without Express Entry Profile

Kindly advise can i apply PNP for saskatchewan without having express entry profile my noc not in the excluded Noc list.

Second my NOC is 6313 which is Accommodation, travel, tourism supervisor. But in my designation supervisor is not mention but as in my job role i am leading my team.

please any senior can suggest me regarding this.
