Can I apply ICT from NY and my wife from India ?

I am working for a US company in Abu Dhabi and my nationality is Indian. Recently there was an opening in Toronto in my company and I have been selected.

My company has appointed a lawyer in Toronto for the work permit. Our US HR informed me that they will apply from New York Canadian embassy for the work permit because Abu Dhabi waiting time is 7 months.
The problem is that my wife doesn’t have a US visa so applying from NY route might take longer. With the US shutdown her getting a US visa looks going to be late.

Is it possible that I apply travel to NY now and apply and come back and my wife can apply in India.

Appreciate any guidance and suggestions.

Due to recent US shutdown the NY plan for my wife looks even more difficult.

This post was to understand (as the subject states) can I apply from NY(I have a US visa) and can my wife apply separately in India?

Is there any requirement that both needs to be applied at same Canadian embassy?
