There are effectively no spots left for this year. You'll need to wait until next year to enter the pool.
You would need to return to Hong Kong and apply from there since the visa requires a permanent address in HK. If you apply while living in Canada, you can expect to be refused.

Based on what we've seen on this forum, you can expect to be refused if you do this since IRCC will know you are currently living in Canada. You should return to HK and live there again for a few months before you apply.
