Can I apply for work permit after "Letter of Support" has expired?

I have applied for startup visa while my letter of support was still valid. Now since the process time is too long, I decided to apply for work permit under the startup visa. However, my letter of support has expired 9 months ago. Is it possible to apply for work permit when the letter of support is expired or do I need to get a new one from the incubator?
