Can I apply for tourist visa

Dear Sir

I have filed papers for Novascotia PNP in October 2017.However my brother is in Novascotia currently and in May 2018 , his convocation is there .He is sending his university invitation letter.
Kindly advice as I have already filed for PR visa can I apply for tourist visa for the convocation.
