Can I apply for the express entry program as a UK failed asylum seeker

A failed asylum seeker in UK, though I have made a further submission based on fresh evidence, at the UK Home Office but still waiting the result. I am with my two daughters. I have a 5 years social care experience and 2 years in graphic designs. Educational status- Msc 2.1 in Rural development.
I just want to know if I can apply as captioned above. I'd appreciate your replies.

You can, as long as you are not inadmissible to Canada, but make sure to declare your immigration history truthfully in your application.
