Can I apply for permanent residency even though I already have dual citizenship?

I am a US citizen but I also have Pakistani Citizenship.
I have been admitted to university of toronto. My question is, being a dual citizen, can I apply for permanent residency in Canada? Because I cannot afford the international fees. And if I can, how long does it take to get accepted?

1. Nothing stopping you from applying.
2. Whether you qualify for Express Entry is another matter. You have to determine if you are eligible Here: http://tinyurl.com/yaljr4qs
3. If you are eligible, then you have to determine your CRS points. Probably require at least 425+ to maybe receive an Invitation to Apply.
4. If you receive an ITA, then the processing of the application will take about 6 months after a complete application is received.
5. You should post your questions in Express Entry.
