can i apply for immigration to quebec/canada although i'm still a PR

good day for everyone....
briefly i was a pr in quebec/canada since 2010 and my pr will be expired in 2015 ,,,i will not meet the required period to renew my PR due to many circumactances and also, i will not be able to go to canada and go through the investagations and the probabilty to let me stay....so,,i think about re apply especially i meet the requirements and may be i can meet it if i wait till my pr expired.....

so..from my experiance for applying to immigrate to quebec ,,you first get the cqs which is vaild for three years ,after that you submit your application to get the right of permanant resident ....

so i think i can apply to get th CQS then wait till my PR expired then i apply for the new one....

what do you think....is my plan is write or i should do other thing.....

I believe the CQS will be automatically refused since you are still a PR. You would have to give up your PR status before applying.
