Can I apply for an OWP for my Spouse while he is not in Canada?

Hello all,
I am working in Canada from last 2 years on WP. I recently got married and my husband is in India.

My question is once I receive a Visitor's Record for my husband, Can I apply for his Open Work Permit from Canada, while he is still in India? Does he needs to be in Canada for filing his OWP? (He wants to come over here once he receives his OWP as it may take 2-3 months, and he has a job back in India)

Your spouse has to apply, with proof of your status, job in Canada, and whether it is in a skilled occupation, i.e. NOC A, B or O.
