Can I apply for a work permit while my permanent resident application is being processed?

Hi!

I have applied for a Conjugal Partner Sponsorship Application, in April 2018. Since then I have done the medical exam, and I passed it.
I'm currently living in Europe, and I would like to know if I can apply for a work permit while my permanent resident application is being processed?

The spousal open work permit is not available for outland applicants. It's only available for those who applied via the in-canada class stream.

You'd need to find another way to obtain a work permit, such as via an employer who has exhausted their search for a Canadian and can apply for a LMIA to hire you.
