Can I apply for a study permit while waiting for Vistor Visa

I have submitted an application for Visitor Visa about 4 months back, but I haven't heard anything back yet.
I will be graduated from my university this coming June and I am interested in pursuing my Master's in Canada.

Therefore, I would like to know:
1. Can I submit another application for my study permit while my previous Visitor Visa application is still in progress?
2. Do I need to wait until I hear the results for my Visitor Visa application before I submit another application for my Study Permit?
