Can I apply for a second IEC Visa?

I moved to Canada in June 2016 and left in May 2018 when my visa expired. Is it possible for me to apply for a second IEC Visa? Also I am from Ireland.

Only through a Coop program not through the WHV program

Can you wait a few years and apply again or are you just entitled to one WHV ever?

As it says in the link one time only unless the participation was before 2013. Other than that the Coop program or if you have more than one country passport that is always an option.
