Can I apply for a BOPW after submitting an EE Profile?

Can I apply for a Bridging open work permit after I have submitted an EE profile but waiting for an Invitation either from ONIP or an ITA. Currently I just have a profile but no invite. So am I still eligible to apply for a BOWP despite not having an invitation but hoping for one soon.

I assume by submitting you mean creating, you only submit PR application once you have an ITA. You are not eligible for BOWP until you have submitted your PR application, actually it goes further, until your application haven't completed R10 completeness check Visa Officer will not approve your BOWP.
