Anyone can apply for a study visa - but not all applications are approved.
The first step is to be accepted by a school in Canada. Then you will apply for a study permit. As part of this process you will have to show that you have sufficient funds to pay for your studies in Canada (first year tuition + $10 living expenses). Keep in mind that you will have to pay forign tuition fees which are much higher than domestic tuition fees. So expect to have to show a bank balance somewhere in the range of $20K to $30K (depending on the school / program you select).
