Can Expression of interest (EOI) for Saskatchewan Immigrant Nominee Program (SINP) Application be filed without ECA

Hi, Can any one guide if Expression of interest (EOI) for Saskatchewan Skilled worker program be filed without ECA (credential assessment), as it appears if I start my credential assessment now, it will take minimum 3-4 months. and delays me substantially.... and can impact my score due to my age. Thanks
