I believe that downgrading to Electrician would be accepted rather than upgrading to duties of an Electrical engineer from an Electrician's.
 
Yes janathan, as I explained before, I believe that the circumstances bring any immigrant to choose a job because he/she may not be able to waste time for job hunting. I know personally few examples of persons landed who had very attractive positions elsewhere.
I asked them why did you quit the job and choose Canada. The answers were, for better living condition, freedom and peaceful life and good education for children etc

Two examples:

1. Area Manager of Commercial Establishment in Abu Dhabi immigrated in 2008. He is M.Com + MBA and few other diplomas, now working in Ontario at Law Blows -Presidents Choice, as Warehouse Supervisor.

2. Production Manager of reputed food processing company in Saudi Arabia immigrated to Canada landed in 2009 after doing some survival jobs finally he got employed in Maple Leaf, Ontario as Laboratory assistant for Meat processing Section. He is a post graduate in Food Technology plus MBA (from US).

There could be a lot of examples.

I have no idea about Ukraine. What qualifications Electricians have there? Do they need a diploma / apprenticeship ? The least you can do is try your luck. If unfortunately you are not eligible they will return your application in first place and your processing fees of $550 will be refunded.

In my opinion you must try your luck as you have 1 year genuine experience as Electrician and you have a degree too.

I also haven't mentioned the fact that I am currently a part-time student and I am pursuing a degree of an electric engineer. The point here is that at the time when I am planning to submit my application I will be still studying at this program, and will gain the diploma while my application will by processing.
Do I have to provide some information about my current program for electrical-engineer or let them know that once I finish the course??

I have no idea about Ukraine. What qualifications Electricians have there? Do they need a diploma / apprenticeship ?
I know many people here in Ukraine who work as an electrician without special education.

Hi!

Yes you need to tell them at the time you apply what are you doing at the moment. Include a letter from your institution saying what course you are doing at the moment and when approximately you will finish this programme. As Electrical Engineering is related to Electrician it will help you a lot. Moreover what you say that many people in Ukraine are working as Electrician without special qualifications you have fair chances to get accepted. Good luck......

I agree with pitta bread and in OP6 its clearly mention that not take into account whether the applicant meets the “Employment requirements” description set forth in the NOC for the occupation(s) listed (R80(3));.

Its not neccassay to apply noc you need to full fill employment requirments.

Sir, its the job duties that matter not qualification. I have seen people on this forum who are Electrical Engineers and applied as Electricain and gone through....

I am aware about R80, however if you take a look at paragraph VI. Assessing the application against the Ministerial Instructions, (follow this link: http://www.cic.gc.ca/english/resources/manuals/bulletins/2008/ob089.asp) you wiil found something opposite:

"Occupations on the NOC list
To be eligible for processing, Federal Skilled Worker applications must have work experience under the NOC codes. Work experience is defined as one year of continuous full-time (or equivalent) paid work experience in the last 10 years. To determine whether the applicant has the requisite work experience, the main duties listed in the application form will be assessed to ensure that the applicant has performed the actions described in the lead statement for the occupation, as set out in the occupational descriptions of the NOC, and that they have performed a substantial number of the main duties of the occupation, as set out in the occupational descriptions of the NOC. The educational background of the applicant may also be a factor."

That's why I am so curious about all this stuff.

his degree is in accounting and experience in telecom and although he worked as a electrical eng i think it will work as far his exp is verify and JD matches

VO will see what kinda diplomas and trainings made him start working as an Electrician.
But He said he's got a degree in Electrical Engineering.

Please note I don't have any diploma related to electrician field. I have bachelor degree in accounting.

if he can show strong industrial/vendor training then I think he can apply.
but as the members have already discussed no education relating to his job would be tough to make the VO understand.
