Can "Decision Made" go back to "In Process"?

Here's the situation.
I received CIT0520 #2 via email and letter.
I replied via email and then the week after sent the same documents via mail.
I received "Decision Made" before delivery of the mail package.

My question is:
Will they see that it's the same request and same docs and hence leave it at that, or will they re-open my file and assign a new case agent and take file from "Decision Made" back to "In Process"?

Probably Not. They probably got your email submission and made a decision already. But you could call IRCC to make sure.
