Can cic deny application without interview or request more relevent docs?

Well if you have a clear criminal record that includes charges that make you unable to sponsor or are currently on welfare then I would imagine that can deny the application at the sponsor stage without having to do an interviewing or request more documents.

But my question was at the visa office after sponsor has been accepted
No criminal record for the PA and no welfare

That's not what you wrote in the subject line, which you said was your question.

"Can CIC deny application..."

This is vague and would definitely include the sponsor stage.

To answer your `expanded' question...CIC will ask for more information and/or interview before canceling your application.
