Can baby apply tourist visa outside canada if PR is in progress?

Hi, My husband is working in canada amd we are planning to apply for pr as a family. But we had our baby outside canada. I have my tourist visa already but the baby doesn’t have it. So can we apply for tourist visa for baby when our pr is in progress? Is there any change for rejection? Whats the best way to move
