I'm a graphic designer by profession and have approx 13 years of experience in graphic design, desktop publishing and website design. Due to lack of funds i never went for bachelors, however with a passion for design i attained two non-college certificates in graphic design and website design both were for an year each.

So in total i have 14 years of study, and now i have a job offer from Canada. My question is if i go ahead with an arranged employment visa under Federal Skilled Worker program. Will i be able to get a PR approval or the visa officer would refuse me because i don't have any university degree?

I'd also like to point out that during the span of my career i've acquired various skills which can be found under the following NOC list:

5241 Graphic designers and illustrators
- Graphic designer
5223 Graphic arts technicians
- Computer graphics technician
1423 Desktop publishing operators and related occupations
- Desktop publishing (DTP) operator
2175 Web designers and developers
- Web designer
0124 Advertising, marketing and public relations managers
- E-business manager

You can claim 12 points from education.
