You can always sponsor your parents I believe. It is never opened or close. Just go on IRCC website and fill out the forms.

That is INCORRECT.
There is no annoucement for 2020 PGP yet. IRCC posted that they will have further information after April 1 this year.

Previously, people needed to fill in intersted to sponsor forms and wait for lottery result of first come first serve to get into the qouta to sponsor their parents each year. So there was either a open to submit interest or open to send in the application. (depending on how far back we look at it)
