Can any one suggest me how an employer of canada recruit people under A.E.O?

if you have a talent which is not found in Canada only then the employers will hire you. Otherwise Canadian employers do not hire people who are not in Canada. This is recession time and landed PR's/ Canadian born also find it difficult to get job.
