I am currently applying to UBC for graduate studies and I have pretty good chances of getting accepted. I have been married for a few months now, is there any application process through which i can bring my wife along with me at the time of arrival to Canada?

What is the processing time? Can I apply for it when I apply for my study permit or after that? What are the chances of it being rejected?
You can apply it together with your study permit,,,,,,,,,,,,or after you have gotten your study permit

I am from Nepal. I heard it takes around 12 months for sponsorship, Is it same as open work permit?

Spousal sponsorship is completely different than an open work permit. Note that open work permits aren't guaranteed. Your spouse can apply - but not guarantee of approval.

Yes - your spouse should ideally demonstrate strong ties to his/her own country (e.g. employment, property ownership, etc.).
