If you belong to the countries that has tie up with Canada there is a so called Holiday Working Visa that you can enter Canada without securing visa. upon landed you will apply for a work permit that is valid for one year.

Any other countries that requires to secure visitor visa definitely a tourist upon landed and the processing will undergo TFW if wishes to work. There are rules and regulation that at this moment is so strict before becoming a TFW. As a tourist you can have access to present yourself personally to any prospective employer. If your prospective employer is interested and willing to spend tedious effort and resources running to $1000.00 as per application for LMIA alone and all other incidental expenses like hiring an agency to do the paper works. This is the process how a tourist will become a worker if the worker applying will not be denied to be granted a work permit.
