I have a question which I am planing, if I send my spouse (After I get married) for studies to Canada and go along with her as dependent and I qualify for FSW PR, can I apply for the same from with in Canada while my spouse is still studying? Will the process faster or will take about the same time? As a dependent how many working hours am I permitted in Canada, can I work full time or do I have some working hour restrictions? Can I start working the moment my wife joins the collage or do I need to wait for some time?

You have to apply for an open work permit to go with your wives study permit. You can apply together. Your permit will be valid as long as her permit. There are no restrictions as to where you can work or for how many hours.

You can apply for PR under FSW but being in Canada will not make it any faster. However, since you are legally in Canada, you can opt for processing in the Buffalo office if you believe it is faster than the one in your country.
 
Thanks a lot Leon for the information provided, my VO would be ND VO and I believe ND VO is faster so probably look for the options whether to go for PR or send my wife as a student.
