You can try to visit as long as you weren't given some sort of ban as part of the earlier refusal. Whether you are allowed in is up to the US.
Port of entry questions are hard to predict. Obviously be honest with all of your answers. I would bring evidence of ties to Canada such as employment and property ownership / rental. But only show this if specifically asked.
