Can a green card holder apply to work in Canada without green card being revoked

Applying inland would require your husband to remain inside Canada for the whole duration. He would lose his green card since he would have been out of US too long. His bet shot is applying outland. He can still come visit Canada while outland is in process. Plus it would be a lot faster than inland process.
