Can you let me know if I can nominate my friend for PR ? (I recently became PR holder) or Any of our friends who already live in Canada nominate ?

No, you can not sponsor your friend. He/she has to qualify on their own.

you or your friends can only sponsor direct family members not friends. If it were that easy the immigration program would become saturated.
