Can a dependent child come alone by himself?

Hi,
I sponsored my in-laws and 2 bother in-laws, they have been granted sponsorship to Canada and they expiry is coming February. When I sponsored them my 2 bother in-laws were younger than 21 years and now 1 of them is above 21 years.

Is it possible that my in-laws and 1 bother in-law can come within the next 2 months and my other bother in-law (who is still younger than 21 years) comes alone by himself in February or they all have to come together to Canada?

As long as the principal applicant lands first, there are no issues with the dependent applicants landing at a later day (as long as they land before the expiry of their visas).
