NOPE.....
New immigrant won't have any credit history & it won't be easy to get new credit card. To get credit card one would need to build credit history first (I had such experience in USA, when I moved here on temp. work visa).

so thats mining if you have good or bad credit history its doesnt tack any big diffrents ?

Actually, this is different question.
Once you get your PR, your good /bad credit history won't be counted in other country & your status would be no credit history.

But I am not sure what involves in background check & security check. Most likely it should not have any effect and reason for my answer is there is no credit history concept in India (In India it is on verge of start).

If you want to keep your good credit rating from another country, you can try to get an introduction letter from your bank at home saying how long you have had an account/credit card with them and that you are a very good customer etc. and you can try giving that to a bank in Canada and see if it helps you. If not, you will be starting from zero. Bad credit will not follow you from another country.

I am working in USA and have Excellent credit history,
it is good to know that, that may be helpful in Canada.

If you are in the USA, get your credit score before you move to show the Canadian banks. I think that would work even better than a letter from your bank although you could get that too.
I am sure credit reports in the US look very similar to Canada.

If you have bad credit history in Canada, it will be hard for you to borrow money. If you have bad credit history from another country, the bank in Canada will not know about it but you still start from zero and have to build up your credit before the banks will lend money to you.
