I got a call from this Number. and there was no response and the call got disconnected after 4-5 seconds. When I googled that number I came to know it is from IRCC.

Now what does it means? Is it a good sign or a bad? The only conclusion I can make from this call is that they have received my Citizenship Application and they opened it. I have sent my Citizenship Application on 05-Nov-2017 and it reached there on 09-Nov-2017

Very unlikely you would be contacted in less than 2 weeks after sending your app

Breathe in breathe out breathe in breathe out.thank god for free healthcare .the process for citizenship will land us in the hospital,and it’s not a boy or girl after 9 months.it is a citizenship certificate after after 12 months hooray.lets remember to breathe.
 
It seems to be a Fraudulent Call. But how could they call from the CIC Number and how do they got my Phone Number?

Obtaining one of IRCC's Numbers is very easy (they publicly list them all over the place, including on their website and with Directory Assistance). Spoofing (falsifying) CallerID and Caller ANI phone number and identity information is very easy for someone who knows how.

If IRCC calls you, have them verify their identity before you disclose any PII (personal identifying information) to them. Do not pick obvious information that is publicly, or nearly publicly, available, like your name, address, previous address, date of birth, etc. If the caller refuses to provide PII for privacy reasons, you can ask for a reference number for the call, explain that you have no way of knowing if they are truly from IRCC and that you will call them back, hang up, get IRCC's phone number from their website, call them back, and ask to speak to someone regarding the reference number you were given.

When they have called me it shows CIC Canada on my caller id
 
Lucky you, I have been waiting for these CIC or CRA scammers to call me so I can troll them.
 
CallerID information is easily spoofed (faked).

Ok then it wasnt CIC and it didnt help me on my PR application
