Are you in Canada or do you have an address in Canada where it could be sent?
If so you do not need third party to get your CAIPS, just google for the CIC form, pay $5.00 online and they will mail it to your address in Canada or even email to address you provide.
If you are out of Canada and don't know anyone in Canada then you will need third party to assist you filing it.
Try to hire licensed immigration consulting or a law firm, because you don't want your personal info be gathered by just about anyone who claims to provide CAIPS services.
