CAIPS notes question... what does "FILE BF'd to STB" mean?

Hi,

I order a CAIPS report for my grandparents... The status of their file is now: FILE BF'd to STB on July 28... What does it mean?

File brought forward on July 28th. google caip notes. STB must have been the visa office code.
