caips notes is necessary or not after refusal?

Actually my agent didnt attached SOP with my application which applied offline non sds category and i got refusal. The reason was other reason. So now she convincing me to apply online again without SOP and without caips notes .so what should i do ?
M too tensed please help

Better change your agent. If you apply again without knowing the reason of your first refusal, how can you correct those? Also, SOP is your chance to explain your purpose to VO, why you want to study in Canada and how your intended program would help boost your career progression back home.
