CAIPS notes is the all notes that VO has made while he/she is reviewing your file. It is provided by Canadian Government or u can say by computer system of CIC.

Not at all..
CAIPS note is for your reference only that what notes does VO made on your file and the more specific reason for your rejection.
So based on that, you can mention that point of rejection with suitable strong answer to justify your file in your LOE
